Pasadena City Council Approves Water Capital Improvement Charge

The Pasadena City Council voted to approve the application of a rate formula for the Capital Improvement Charge (CIC) that will result in a system average increase of $0.36 per hundred cubic feet on PWP customers’ water bills. The approval came after a scheduled public hearing was held on Monday, Jan. 11, 2016 to receive public comment.  PWP water customers will see the following changes to their water rates effective February 1, 2016.

The CIC provides revenue for capital investment in the water production and delivery systems, including water main replacements, seismic and efficiency improvements to reservoirs, upgrades and rehabilitation of pumping stations and equipment and other infrastructure improvements as necessary to ensure consistently high system reliability and water quality. 

An adjustment to the CIC rate will be determined by the formula as part of the public hearing process to adopt the fiscal year 2017 capital budget and if necessary, would be implemented effective on July 1, 2016. Water Rate History

 On June 4, 2012 Pasadena City Council approved amendments to the Water Rate Ordinance, effective upon publication of the ordinance (mid-July). The Department is authorized to:  

1) Charge its actual cost for lateral connections, fire hydrant installations and extensions, cross connections, meter installations and/orexaminations, and other such services. “Actual cost” shall be defined in the ordinance to include labor, material, and equipment costs. This change replaces the fixed charges and fees which are set forth in the present Water Rate Ordinance.

2) Amend various other sections of the Water Rate Ordinance to improve the clarity of wording and/or consistency with other sections and legal requirements.
