The City of Pasadena continued to make great strides in 2009, even with
the enormous challenge of the national, state and local economic climate.
Pasadena was not alone in this challenge – cities throughout the nation
struggled to survive one of the worst recessions in history. Even after years of
long-term financial planning and conservative budgeting, an unprecedented drop
in tax revenues and other fiscal challenges, every city department came up with
proposals for reducing spending while minimally impacting service levels.
During 2009 a strategic planning process with the City Council and the Executive
Leadership Team was launched to focus on key priorities. New vision and mission
statements, core values, and new council goals were established. It is my
intention that these statements will become part of the internal culture of the
City of Pasadena. The six main topic headings on the following pages are the
goals of the strategic plan and
reflect the collective achievements of all the departments.
