PROJECT DESCRIPTION: Earthlink proposes to enter into an agreement for development, operation, and maintenance of a Citywide Wi-Fi Network. Minor Wireless Telecommunications Facilities would need to be installed throughout the City on both public and private lands for the network to function properly.

Proposed facilities on public lands include: 1) co-locating up to 1,100 antenna nodes on existing public light standards and utility poles. Up to 30 of these nodes would be located in public parks. The size of the nodes would be 13” long by 8” wide x 5” high; 2) co-locating up to 350 secondary equipment pieces on one-third of the light standards and utility poles that have antenna nodes installed on them. The type and size of these equipment pieces include 12” square radio antenna and a 2’ high pole antenna extension; and 3) co-locating various antennas and equipment at the existing 80 foot high Mirador Tower site located at 2010 Glen Oaks Boulevard.

Proposed facilities on private lands include: 1) co-locating pole antennas up to 18’ high and/or antenna dishes up to 2’ in diameter on the roof of up to five multi-story buildings. Equipment would also be placed within existing roof and ground mounted enclosures. A total of nine potential building sites have been identified and evaluated. They include: a) 3452 E. Foothill Boulevard; b) 300 N. Lake Avenue; c) 301 N. Lake Avenue; d) 1200 E. California Boulevard (Millikin Library, Caltech); e) 2947 Bradley Street; f) 251 W. Lake Avenue; g) 275 Cordova Street; h) 225 S. Lake Avenue; and i)1575 E. Washington Boulevard.

The installation phase would require several entitlement approvals as noted below. The installation phase will take approximately 6-9 months. EarthLink would be responsible for the installation and maintenance of all the facilities.

Photo simulations of the facilities on light standards, utility poles and buildings may be viewed at the Permit Center at 175 North Garfield Avenue, the Central Library at 285 E. Walnut Street and the City Clerk’s Office at 117 E. Colorado Boulevard.
