PROJECT TITLE: New Macedonia Missionary Baptist Church 

PROJECT LOCATION: 455 E Washington Boulevard

PROJECT DESCRIPTION: The project is located on three adjacent parcels totaling 38,800 square feet at the northeast corner of Los Robles Avenue and Washington Boulevard.  The site is located within a multi-family residential zone and contains an existing church building located in the southern portion of the site. The northern portion of the site is paved and contains sixteen (16) parking stalls, a tent enclosure which is used for religious services and two detached garage buildings.  On the eastern portion of the site, there is a single-family dwelling unit of approximately 926 square feet, which was used as a pastoral house and a detached garage. There are three existing driveways that serve the site; one at Washington Boulevard and two on Los Robles Avenue. 

The proposal is to expand the existing one-story church of 6,500 square feet with first and second floor additions. The project proposes to demolish 3,500 square feet of the existing church and an addition of 5,800 square feet will be added to the first floor. A new 1,200 square foot second floor is also proposed.  The total square footage for the church will be approximately 10,000 square feet.  The project proposes 50 on-site parking spaces and four bicycle parking spaces.  Access to the site will be via a single driveway on Los Robles (one of the existing two driveways will be closed), and the existing driveway on Washington Boulevard (which will be widened).  As part of this project, the three lots that comprise the site will be formally tied together as one parcel.  There are 16 protected trees on the site, three of which are proposed to be removed (Chinese Elm). The existing three garages and tent will also be removed from the site. The pastoral building (which meets the criteria for an historic resource) will be relocated to another site within the city limits or a nearby community. 

The project requires the following entitlements:  Conditional Use Permit to expand an existing church facility located in a multi-family residential zoning district; a Certificate of Exception to allow the consolidation of three adjoining lots; a Minor Conditional Use Permit for valet parking; a Variance to not provide a loading space where one is required; and Private Tree Removal applications to remove three protected trees from the site.
