Master Development Plans

Some areas of the City are governed by existing Master Development Plans. These plans set forth the rules for development on property owned by major public institutions in Pasadena and are the implementation tools of the General Plan in these areas. The Master Plans set forth the maximum amount, type and location of future development which will occur for the institution during the lifespan of the master Plan.

LAKE AVENUE CONGREGATIONAL CHURCH - Approved 1986

The Lake Avenue Congregational Church is located on the northwest corner of Lake Avenue and Corson.

The Master Development Plan covered the following activities:

1. A new sanctuary seating 3,000 worshippers
2. A three-level parking structure to provide approximately 400 parking spaces on the main church site.
3. A four story multi-use Christian Education Building for Sunday School and Recreation/Fellowship Hall.
4. Immediate expansion of the fourth floor of Hutchins Hall to provide additional Christian Education space and expansion of the Administrative space. (proposal under separate development)

All of the above proposed projects have been completed.


VALLEY HUNT CLUB - Approved December 1985

The Valley Hunt Club is a private social club established in the late 1800's..

The Master Development Plan covered the following activities:

1. Expansion of the northwest parking area to within 10 feet of the front property line;
2. Kitchen area remodeling and expansion.
3. Second story room expansion and dining room remodeling;
4. Construction of new pergola sports entry to the tennis courts; and
5. Miscellaneous interior alterations to the main building, pavilion and locker rooms.

All of the projects associated with the proposed MDP were completed.

Currently an application is being processed for an amendment to the Master Development Plan to include the following changes to the property.

1. Zone Change/General Plan Amendment
2. Additional parking
3. Exercise facilities


ANNANDALE GOLF CLUB - Approved September 1986


PASADENA HISTORICAL SOCIETY - Approved - March 1988

The Pasadena Historical Society is 2.12 acres. The main building is the Fenyes Mansion at 170 N. Orange Grove Boulevard. Also on the site is the Sauna or Finnish Fold Art Museum behind the Fenyes Mansion. The Feynes Mansion was built in 1905 by Dr. and Mrs. Adalbert Feynes. It was designed by architect Robert D. Farquhar. It is a three story, 18 room house made of wood frame and stucco built in the neo-classical style. The mansion remained in the Fenyes family and in 1947, Mr. and Mrs. Y. A. Paloheimo, granddaughter of Mrs. Feynes took up residence. Mr. Paloheimo was the Finnish Consul for the Southwest region and the mansion became the Finnish Consulate. Behind the mansion is the Finnish Folk Art Museum;, a replica of a Finnish farm house which houses a small collection of folk art from Finland.

In 1970, the estate was entrusted to the Pasadena Historical Society. The Fenyes mansion remains intact and furnished with its original furniture.

The Master Development Plan covered the following activities:

1. The project consisted of the construction of a 12,200 square foot, two-story building with one story underground History Center. The History center provided space for the society’s library and climate controlled storage space for artifacts, costumes and textiles. The Center contained 100-seat lecture hall for special events and exhibition galleries, a conservation workroom, a research room for the public, and administrative offices for the staff and volunteers.

The Fenyes mansion and the Finnish sauna building were not altered.

In addition, two signs were added.


ART CENTER COLLEGE OF DESIGN - 1700 Lida Street - Approved June 1989

(Five year Master Plan)

The Art Center is a non-profit California public benefit corporation and is governed by a Board of Trustees. Its educational programs are fully accredited by the Western Association of Schools and Colleges and by the National Association of schools of Art and Design. It offers undergraduate and graduate degrees of international stature and is widely recognized as a letter in teaching professional applications of computer aided design.

The Master Development Plan covered the following activities:

Academic Buildings

1. Addition of 47,472 square feet to the existing academic building for a total of 168,000 square feet.
2. Parking - Expanded the existing parking lot by adding 200 subterranean parking stalls set into the hillside at the east end of the south parking lot.


ST. LUKE MEDICAL CENTER - Approved April 1987

The Moderne style Saint Luke hospital was constructed in 1933 by the Sisters of Saint Joseph of Orange. Over the years, the Medical Center physically expanded on the site to meet the evolving needs of new technology and patient care. Additions constructed in 1945 and 1948 blend in well with the original architecture. A front wing added in 1976 does have a negative visual impact on the building. A medical office building was constructed on the site in 1983 and a co-generation facility in 1984. Other minor additions and remodeling took place throughout the years. Saint Luke hospital contains adequate cultural, historical and architectural significance to be considered for local Cultural Heritage Landmark designation.

The Master Development Plan covered the following activities:

Phase I (1988)

1. 35,000 square feet to the surgery/obstetrics units - 3 stories)
2. Construction of 30,000 square feet medical office building
3. Child care center relocated to two residential structures on Woodlyn Road
4. Various other remodeling and interior improvements.

Phase II (1989)

1. Construction of a 40,000 square foot addition to the Phase I medical office building.
2. Construction of one level above grade parking structure for 210 cars.


LAS ENCINAS HOSPITAL - Approved March 12, 1987

(As required by the Master Plan, the hospital property between Millicent Way and Diana Street extending out to San Gabriel Boulevard will remain used as single family residential)

Las Encinas Hospital was first licensed by the State of California in 1904. It is the one intact remaining example of the type of health institutions for which Pasadena was famous for early in the 20th century. The Master Development Plan allowed replacement of obsolete patient care units, consolidation of administrative and support functions within one site, and provided services and programs which address current needs, including care for the elderly.

The Master Development Plan covers the following activities:

1. Construction of 125,808 of new construction and remodeling of 167,150 square feet in existing buildings; of the existing buildings 15,793 square feet will be adaptively reused.
2. The addition of 291 parking spaces


CHANDLER SCHOOL - 1005 Armada Drive - Approved March 11, 1987
(10 year master plan)

The Chandler School is a 4.06 acre private school for grades Kindergarten to eight. The Chandler School moved to this location in 1958. Initially, the school facilities were located on the upper level and gradually extended to the lower level.

The Master Development Plan covers the following activities:

To be constructed within the first 5 years:

1. 4,500 square foot building addition for auditorium/rehearsal hall and relocated classrooms
2. 1,000 square foot addition to the Administration building (2nd floor)
3. Addition of a decorative wall along Armada Drive.

To be constructed between years 6 and 10.

4. 1,000 square foot addition to the gymnasium/multi-purpose building.
5. Relocate existing classrooms - 2,500 square feet.

In May 1997, the Advance Planning Section of the Planning and Development Department was approached by the Chandler School regarding a proposal to extend the period of the Master Development Plan as well as amend it for new construction is forthcoming.
