City Council Reviews Housing Element on November 24
Housing is high on residents’ minds and on the city’s agenda. Its importance is the reason why the Housing Element is one of seven mandatory elements in a city’s General Plan. Pasadena is updating its Housing Element for the years 2008-2014. Of the seven mandatory elements, the Housing Element is the one that is subject to the most detailed state law and review.
The Housing Element describes the needs for housing in the City, analyzes the resources for providing it, and offers policies and programs to make the best use of those resources. The Housing Element influences the quality of Pasadena’s neighborhoods, provides direction in addressing the needs of families and individuals who are homeless, and furthers the City’s goals towards equitable access to housing by a diverse population.
Preparation of the Housing Element has reflected the attention given to housing policy and programs during the past five years. People with a variety of interests in housing have attended four community meetings since February, including the meeting on July 29. These community meetings continue a Pasadena tradition of public participation in the City’s affairs. They follow the Housing Affordability Task Force, a Housing Summit, the Housing Agenda for Actions, and the Condominium Conversion Task Force during recent years.
The City Council is scheduled to review the Draft Housing Element on November 24, before the Draft Element is sent to the state Department of Housing and Community Development (HCD) in Sacramento for comments. When the City receives comments from HCD, it will complete the Element for adoption by the City Council. The Draft Housing Element is now available for your review (click here).
