TECHNOLOGY IN PASADENA

Incentives in Pasadena for Research Companies

A community of science, a tradition of innovation.

Home to an incredible mix of public and private research interests, Pasadena has emerged as one of California's most innovative technology areas.

In recent years, the City of Pasadena has increased efforts to encourage the growth of local technology companies.  Part of this effort has included coordination with the state and changes in local polices that can result in  savings to both entrepreneurs and those who build flexible research and development space.

Citywide incentives include priority plan check review and fee reductions (Construction Tax waiver) for research and development improvement projects.

Significant State tax incentives and local fee incentives apply to our Enterprise Zone that includes all of Pasadena's industrial-manufacturing property.  Incentives include:

Waiver of City Building Permit Fees

State Sales and Use Tax Credits

Waiver of City Plan Check Fees

State Business Expense Deductions

Waiver of the City Construction tax

Priority Building Plan Check Process

Net Operating Loss Carryover

City Business License waiver

Net Interest Deductions

Hiring Tax Credits

Zoning Flexibility for rooftop equipment

Eligible Technology Businesses must match Pasadena's Research and Development Land Use Definition:

"Facilities that are primarily used for scientific research, may include activities such as the design, development and testing of chemical, electrical, magnetic, biological, optical and/or mechanical components in advance of product manufacturing."
