Developers can boost their bottom line while providing jobs to qualified local residents when they participate in Pasadena's First Source Hiring Program.

If a developer receives financial assistance from the City of Pasadena through sales tax rebates, loans or fee waivers, for example, the First Source Hiring Ordinance requires the developer to employ Pasadena residents to work a specific percentage of hours during the construction phase of the project.

The City of Pasadena can help developers comply with First Source Local Hiring through:

    • Recruitment and referral of job seekers
    • Communication with local residents employed at your work site
    • Special recognition
