Pasadena’s First Source Hiring
Ordinance helps ensure that a greater number of Pasadena residents
benefit from the unprecedented economic development that is taking place
in the community.
The ordinance requires that developers who receive any form of financial
assistance (sales tax rebates, loans, fee waivers, etc.) from the City
of Pasadena agree to have a percentage of work hours during the
construction phase of their projects performed by Pasadena residents.
This percentage is set on a case-by-case basis and the type of project
is considered in that decision. Failure to comply results in the
financial assistance being canceled and/or immediately due and payable.
There is a voluntary component for developers who do not receive any
financial assistance from the City of Pasadena. These developers may
receive rebates of up to 75% of the Construction Tax levied by the City
of Pasadena when they hire local residents to work during the
construction phase of a project.
To underscore its importance and to maintain a high level of visibility,
the program is managed by Antonio Watson, project manager in the City
Manager’s Office.
