State Route 710 Study

Status Update as of May 1, 2013

Metro has released the State Route 710 Environmental Study Alternatives Analysis Report for public review and is preparing a draft environmental document for the following five alternatives:

Transportation System/Transportation Demand Management
Bus Rapid Transit
Light Rail Transit
Freeway Tunnel

SR-710 Alternatives Analysis Available

A hard copy of the SR-710 Alternatives Analysis, about 1,500 pages, from METRO and Caltrans, is now available for public review at the following locations:

Central Library Public Service Desk at 285 E. Walnut Street – available during the Library's normal business hours
City Clerk's Office at City Hall, Second Floor, Room S228, in the City Manager's Office, 100 N. Garfield Ave.

The following information relates to the Environmental Impact Report/Environmental Impact Study being launched by Metro regarding the SR710 extension.

Background

In June 2010, the Los Angeles County Metropolitan Transportation Authority (Metro), in coordination with the California Department of Transportation (Caltrans), authorized moving forward with an environmental review phase for multimodal solutions for the SR-710 study area. The current SR-710 Study is in an early phase of analysis.

Metro is the lead local agency for the study and Caltrans is the lead state agency. While Pasadena, its residents and businesses will be directly impacted if the study results in a construction project, neither the study nor any future project are under local control by the City of Pasadena.

A primary goal of the study is looking at how to complete the I-710 Freeway “gap” by building an extension through Pasadena that connects the freeway with other transportation corridors—including possible connections to the I-210 Freeway or Highway 134—to help alleviate vehicular congestion and improve mobility in the overall study area bounded by State Route 2 and the Interstate 10, 210 and 605 Freeways.

Metro’s website indicates the project is in a pre-Draft Environmental Impact Report (EIR) stage. Metro is working with technical advisors, the public and other stakeholders to help determine alternative concepts and routes for further study and environmental analysis. Metro’s schedule shows it plans to begin writing the Draft EIR later this year and to have Public Hearings on the document completed by the end of 2013.
