FY 2013 Revised Schedule of Taxes, Fees, and Charges Part 3FY 2013 Adopted General Fee ScheduleFY 2013 Adopted Schedule of Taxes, Fees, & Charges Fiscal Year 2012 On June 6, 2011, the City Council adopted the FY2012 General Fee Schedule. The General Fee Schedule is reviewed annually by the City Council to determine if there should be increases or decreases based on the cost of providing services, if new fees for new services are warranted, and if certain fees should be eliminated. Fees may also be held constant or increased by an amount equal to the change in the consumer price index (CPI) for the Los Angeles-Orange-Riverside counties for the preceding 12 month period ending March 1. For the most recent period, the CPI equaled to 2.3 percent. Some fees are held constant due to various government codes related to the respective departments. The calculation of the fees was rounded down to the nearest dollar, with some exceptions where the fee amounts have to be more precise. With the exception of development related fees, the new fees will be effective on July 1, 2011. Development related fees will be effective August 8, 2011. Pursuant to government code 66017 (A), changes to development fees shall be effective no sooner than 60 days following the final fee schedule adoption.
On June 6, 2011, the City Council adopted the Schedule of Taxes, Fees and Charges for Fiscal Year 2012. The Schedule includes an increase of 2.3% to the flat amount tax rates to reflect the change in the most recent CPI and consistent with Municipal Code 1.08.060. The increase was not applied to any tax rate which is based upon a percentage because these increases are subject to electoral approval under Proposition 218. This combined with the action on December 12, 2011 where the Council approved an increase to the Rose Bowl admission tax, grandstand seat surcharge, and grandstand permit application fee by 3.09% pursuant to Pasadena Municipal code 1.08.060.

On June 21, 2010, the City Council adopted the FY2011 General Fee Schedule. The General Fee Schedule is reviewed annually by the City Council to determine if there should be increases or decreases based on the cost of providing services, if new fees for new services are warranted, and if certain fees should be eliminated. Fees may also be held constant or increased by an amount equal to the change in the consumer price index (CPI) for the Los Angeles-Orange-Riverside counties for the preceding 12 month period ending March 1. Due to the poor economic condition, the City Council held all fees in the FY2011 general fee schedule to the FY2010 level (No CPI increases). The only changes between the fiscal year 2010 and fiscal year 2011 fee schedules are fees related to new services or to reflect costs that would otherwise result in an unfunded expense to the City.
The Schedule below reflects Council approved amendments to the FY2011 General Fee Schedule through November 11, 2010.

The Schedule of Taxes, Fees and Charges approved for Fiscal Year 2011 do not include the CPI increase that is proposed under the City’s Municipal Code. City Council took the action to reject the CPI based increases across all taxes, fees and charges governed by the Pasadena Municipal Code for FY 2011. This combined with the action in December 2009 to keep the Rose Bowl admission tax, grandstand seat surcharge, and grandstand permit application fee the same results in all fees, taxes, and charges on this schedule remaining the same as the prior year.
